The City of Federal Way incorporated in 1990 and initially contracted with King County for police services. In early 1995, the City Council determined that the City was ready to bring the delivery of public safety services in-house. The model of policing being sought was identified in the City Council's Vision Statement: A community-based Police Department that represents the special qualities and features of the City of Federal Way. The Police Department will inspire a sense of confidence and security in our citizens through professionalism, citizen involvement, and creative approaches to public safety.
The Police Department will be distinguished as a caring, competent, firm, fair, accessible, and innovative organization that actively seeks opportunities to help citizens. The Police Department will be a part of, rather than apart from, the community, fostering an efficient, citizen-public safety partnership to insure a safe and secure city.
At the direction of the City Council, an organizational model was developed for the first Federal Way Police Department. The target date set by the City Council for implementation of the new Police Department was November 16, 1996.
From the initial formation of the department, the City's Vision Statement was incorporated into the Public Safety Service Values, becoming the foundation for every component of the new department.
